The Department of Agency Finance helps ensure ºÚÁÏÍø manages public funds responsibly and follows state and federal requirements. The department is made up of three divisions: Accounting, Budget, and Contracts & Purchasing. 

  • The Accounting Division manages the agency’s financial records, processes payments, and prepares financial reports. 
  • The Budget Division develops and manages the agency’s budget, prepares the Legislative Appropriations Request (LAR), and provides financial information to support planning and decision-making. 
  • The Contracts & Purchasing Division oversees the procurement of goods and services, manages agency contracts, and helps ensure purchasing and contracting activities comply with applicable laws, rules, and policies. 

Together, these divisions support the agency’s mission by promoting sound financial management, accountability, and the responsible use of public resources.

Annual Financial Report

Each year, ºÚÁÏÍø prepares an Annual Financial Report (AFR).  The Office of the Texas Comptroller of Public Accounts includes this financial information in its Annual Comprehensive Financial Report (ACFR) for the State of Texas.

Legislative Appropriations Request

The ºÚÁÏÍø submits a Legislative Appropriations Request to the Legislative Budget Board every two years. The Texas Legislature adopts the state budget that funds state operations.

Operating Budget

Once lawmakers approve the appropriations for the agency, a two-year operating budget is created. This funds agency operations and programs for the biennium. Following are recent ºÚÁÏÍø operating budgets:

Contracts and Purchasing

ºÚÁÏÍø's Contracts and Purchasing Division (CPD) is responsible for procurement of goods and services that support the educational, research, and business initiatives of ºÚÁÏÍø. CPD is also responsible for administering the agency's Veteran Heroes United in Business (VetHUB) Program.

ºÚÁÏÍø Check Register

The ºÚÁÏÍø Check Register provides details on payments made to businesses, school districts and individuals starting from fiscal years 2009. This data is separated by year and listed alphabetically by vendor name.

ºÚÁÏÍø Payment Report

The ºÚÁÏÍø Payment Report is a tool for School districts, education service centers, charter schools, colleges and universities, state agencies, and other organizations/businesses to get information about their payments from the ºÚÁÏÍø.
